You can see the full path to the folder on your computer under the Location label. To change the folder where you want Chrome to store all of your future downloads, simply click on Change.
After that, select the folder that you want and your job is done. Besides changing the location, you can also set up your Google Chrome browser to always ask you where you want to download your files.

If you dry to click on the link to a PDF file on Chrome, instead of downloading it, Chrome simply opens it. At no point does it ask whether you want to download it instead. I simply copy and paste the link in Firefox and download the file. Bu not everyone will want to install another browser just to download PDF files. Doing so will make Chrome download PDF files instead of opening them.
